MINUTES OF THE MEETING OF SUNNINGWELL PARISH COUNCIL HELD ON WEDNESDAY, 26th MARCH 2008

25/08 Public Forum
No members of the public were present.

26/08 Apologies for Absence
Apologies were received from Cllrs J Russell and T Foggin, and OCC Cllr B Johnston

27/08 Declarations of Interest
Cllr Graham declared a personal interest in items relating to the Cricket Field.
Cllr Lynam-Smith declared a personal and prejudicial interest in item 6 relating to flood prevention.

28/08 Minutes of the Meeting held on 27th February 2008
The minutes were approved, and signed by the Chairman.

29/08 Matters Arising from the Minutes
17/08 Parish Notice Board The Clerk reported that VWHDC had confirmed that planning permission is not required for the proposed notice board outside the Oxford Beaumont provided it is no larger than 1.55sqm.Quotations have been obtained from Stebbings (the supplier of the three other notice boards. It was agreed to accept the quotation of £975 exc VAT and fixing for a double door notice board, together with hand carved lettering at £3.75 per letter.
17/08 Foxcombe Road Speeding Mr Bowler, OCC Senior Traffic Technician, had e-mailed following his meeting with Cllr Bennett that the joining up of the 40mph speed limits is likely to be processed during the financial year 2008/9, that road markings of speed limit roundels, SLOW markings and tidying up/renewing signs are included. He has also asked that the footways be tidied up.
17/08 Sunningwell Addresses No developments since the last meeting.
17/08 Children’s Playground The Clerk reported a telephone call from a Mrs Wiggins regarding the missing swing that was removed following a safety inspection, and is currently in her possession. Mrs Wiggins had been referred to Cllr Foggin.
18/08 (ii) Dirty Water flooding A joint letter requesting an upgrade in the capacity of the pumping station has been sent to Wootton PC for signature and submission to Thames Water.
Cllr Lynam-Smith reported that Thames Water had recently attended to foul water discharging from manholes near The Flowing Well. It appeared that there was evidence of black silt entering the drainage system and a letter from Thames Water on this is awaited. The OCC highways engineer is meeting Cllr Lynam-Smith on 31 March to inspect the highway drain traps.
19/08 Cricket Field The Clerk reported that following correspondence with J Macknamara of Hedges Solicitors he had written to the Church Commisioners to progress the registration. Cllr Lynam-Smith reported that the vicar, Revd Pam McKellen, had raised concerns over the future need for additional burial space in response to the Clerk’s e-mail informing her of the parish council’s intention.
20/08 (b)PWLB Loan The terms for early repayment of the outstanding loan had been received. It was agreed not to repay the loan which only had 2½ years to run as the interest rate was competitive, it would incur a penalty charge and would reduce the council’s reserves below a prudent level.
22/08 item 184 100 copies of the Oxon Transport Guide had been received and would be deposited at suitable locations around the village.
22/08 item 191 Cllr Hudspeth is unable to attend AGM

30/08 Flood Prevention Project
Useful information has been received from Bampton Parish Council about the promotion, management and funding of their flood prevention project. The project had been co-ordinated and carried out by the West Oxfordshire district council in conjunction with other relevant authorities including the Environment Agency. The relevant officer at the Vale was understood to be compiling a flood report, and in response to the Clerk’s letter Peter Dela from the Vale had confirmed that a flood prevention project for Sunningwell would be progressed.
Cllr Lynam-Smith had received further estimates for the necessary work but these were not based on a detailed common specification for which plans were awaited from Cllr Wise was understood to be drawing up plans. Cllr Graham stated that a holistic approach was required and that it was most important that professional advice be obtained on the effect of any works on water flows throughout the villages

Action. It was agreed that the Clerk ask Cllr Lynam-Smith to obtain written advice on the capacity of the culverted pipes, which was believed to have been a contributory factor in the most recent flooding, and then to arrange a meeting with Peter Dela.


31/08 Development at 57 Sunningwell
Cllr Bennett reported that she and the Clerk had visited Hodsons Solicitors to follow up the three recent letters. Some points required further clarification, after which any necessary easements relating to the new house under construction at 57 Sunningwell would be progressed.

Actions. It was agreed:
(i) Cllr Bennett to sign any documentation relating to the new gas connection for the new house.
(ii) Clerk to write to David Hodson and arrange a further meeting with him.
(iii)Mr R G Warne, as chairman of the Village Hall Management Committee, be authorised to agree outstanding matters relating to the site, including the precise location of the rear fence to the cottage (no. 55), with the owner of the new house.

33/08 Planning -
a) Applications dealt with between meetings - None



b) Decision Notices received
SUN/20079/2 Planning permission granted to remove existing bunker, construction of single storey extension with link to existing ancillary accommodation. The Willows, Lincombe Lane, Boars Hill

c) New Applications - None

d) SUN/3046/2 The Planning Inspectorate has dismissed an appeal by Mrs King Thompson against WWHDC's refusal to grant planning permission for erection of dwelling on site adjoining Foxcombe Drive, Boars Hill. Reason: Inappropriate development on Green Belt, irrespective of the proposed prior demolition of Beech Cottage.

34/08 Correspondence
The full list of correspondence received had been circulated to councillors by e-mail.
Item 202 OALC Training Courses Cllrs to advise Clerk of any courses they wish to attend.
Item 223 Radley Parish Council It was agreed to make a donation of £25 in connection with their application to register Thrupp and Bullfield Lakes as a town or village green.

35/08 Other Business
(i) Cllr Lynam-Smith passed to the Clerk a list of properties with overgrown hedges, it was agreed that the Clerk write to them.
(ii) Cllr Lynam-Smith reported that she had contacted Chris Softly of OCC regarding the removal of the stump of the fallen tree outside Orchard Cottage, which poses a risk to road users.

36/08 Next Meeting
The next meeting will be held on Wednesday 30th April 2008 at Sunningwell Village Hall at 7.30pm
