MINUTES OF THE MEETING OF SUNNINGWELL PARISH COUNCIL HELD ON WEDNESDAY, 31st OCTOBER 2007

Present: Cllrs E Bennett (acting Chair), T Foggin, D Graham, H Lynam-Smith, J Russell, and C Wise(part).

In attendance: M W Rothery (Clerk)

Mr R G Warne, Chairman of Village Hall Management Committee, also attended the meeting.

1. Apologies for Absence
Apologies were received from VWHDC Cllr V Shaw

2. Declarations of Interest
There were none

3. Minutes of the Meeting held on 19 September 2007
The minutes were approved and signed by the Chairman

4. Matters Arising from the Minutes
P270 min 4 Protruding hedges in Foxcombe Road Cllr Bennett reported that no further action was required at present.
P270 min 4 Village Hall/Pond Surrounds Cllr Lynam-Smith reported that a meeting of the Poor lands Committee was planned for 1st November at whicoh the solicitor will be reporting.
P270 min 4 Parish Notice Board Cllr Bennett reported that she had planned to meet the manager of the Oxford Beaumont on 1st November regarding a possible notice board at the site
P272 min 8(i) Highways Defects log The Clerk reported that he had established a highways defects log which he had e-mailed to all councillors; it was agreed that all defects be notified to the Clerk who would then periodically submit the log to Brian Short at OCC Highways.
P273 min 8(ix) Mobile SIDs Cllr Bennett reported that Sue Reynolds and Vera Jefferson of the Boars Hill Association were concerned over excessive speeds through Boars Hill from Hinksey Hill top, particularly along Foxcombe Road. It was agreed that the Clerk send a letter to OCC and OCC Cllr Bob Johnson asking for the speed limit to be reviewed. Cllr Graham will contact the local police Traffic Inspector regarding speed enforcement; it may be that a road furniture solution would be required.
P273 min 11 (i) Sunningwell Festival Anonymous Letter The reaction to the letter was discussed. At the request of the Chairman, Mr Bob Warne, a member of the Festival Committee, helpfully commented on a number of the issues raised in the letter. It was agreed to accept Mr Woodward’s suggestion that he and fellow members of the Sunningwell Festival Committee attend the next meeting of the parish council to inform councillors on various issues, including the objectives of the Festival, the status of the Committee, its relationship with Opera Anywhere Ltd, and with the Parish Council, and the financial aspects. Members felt this would be a good opportunity for the new parish council to build a relationship with those involved with the Festival before they consider any grant application for the next event.

Action: Clerk to write to Mr Woodward accordingly. Members to notify the Clerk of issues they wish to be discussed so that a checklist can be prepared.




P273 min 11(iv) Development at 57 Sunningwell Mr Warne, chairman of VHMC, reported on the background to and the current state of the development to the rear of the village hall. He stated that a 3.5m strip of land adjacent to the rear boundary fence had been transferred in 2005 to the former owner to enable vehicular access; this included a right of way over the car park. He had had many discussions with Mr Paul Dyer the present owner, over the practical implications for the village hall environs of the demolition of the existing house and the building of a replacement dwelling. There was some encroachment of the agreed 3.5m access road, and verbal agreement had been reached for the laying of utility service connections. The new water main has recently been laid, and gas and electricity connections are planned for early in the new year. There was now an urgent need for the parish council to instruct the council’s solicitor to formalise these verbal agreements into wayleaves or easements as the case may be, the cost of which should be met by Mr Dyer. This was agreed. The formal agreements should provide also for annual or commuted lump sum payments towards the repair and maintenance of the surface of the car park.

Action: (i) Clerk to instruct David Hodson of Hodsons Solicitors to prepare the necessary documents to formalise the vehicular access over the car park, the easements or wayleaves for the utility services, and contributions towards the maintenance of the car park.
(ii) Councillors to visit the site on Saturday10 November.


P274 min 12 (iv) Sunningwell Addresses Members noted that the Clerk had written to the CEO of VWHDC.

Action: Cllr Bennett to arrange publicity for this problem in Sunningwell Scene, inviting parishioners to send comments to councillors.

6. Finance
(a) Finance Sub-Committee Meeting 23 October 2007
(i) Provision for a grant towards phase two of the restoration of St Leonards Church, Sunningwell, will be considered for inclusion in the draft budget for 2008/9.
(ii) The possibility of the parish council ‘taking over’ the land for the Church Commissioners will be pursued further.

(iii) The Clerk was asked to contact Mr M Woodward to check if he was anticipating a grant towards the cost of Sunningwell Scene, and if so, to request him to provide financial data in support.

(iv) It was agreed to review previous papers relating to the preparation of a parish plan, and to consider possible expenditure in the 2008/9 budget.

(c ) Bank Mandate
It was resolved that the council’s bankers should continue to be National Westminster bank plc at 11 Market Place, Abingdon, Oxon, and that each cheque must be signed by any two of councillors Bennett, Foggin, Graham, Lynam-Smith and Russell. The necessary bank mandate forms were signed.

7. Planning

8. Surface Water Flooding
Cllr Bennett reported on the public meeting on Monday 15 October 2007 (copy attached).
Cllr Wise agreed to meet other councillors on Saturday 10 November to inspect the affected sites and to identify options for re-sizing drainage pipes; then a further meeting of all parishioners affected will be arranged by Cllr Lynam-Smith with Gordon Hunt, Peter Dela and a builder to discuss what practical steps need to be undertaken.

9. Hedgerow Strategy
There was no further progress to report on this matter. The Clerk was asked to send another circular letter to parishioners on the need to clear ditches and cut back hedges.



10. Correspondence requiring discussion/action
The full list of correspondence received had been circulated to councillors by e-mail.

Item 85 Code of Conduct training Cllr Russell agreed to attend the session on 13 November.
Item 106 VWHDC Issues & Options Consultation Cllr Bennett agreed to attend the public forum on 1 November.
Item 115 Housing Needs Survey Personal letters addressed to Cllrs Graham, Bennett, and Lynam-Smith were passed to them.

11. Other Business
(i) The Clerk was asked to obtain a Registrable Interests Form for Cllr Wise to complete as parish councillor.
(ii) A request had been received to install a road salt box at the corner of Penn Lane; this would be referred to OCC Highways.

12. Next Meeting
The next meeting will be held on Wednesday 28 November at Sunningwell Village Hall at 7 7.30pm
